The Australian Government Hearing Services Program is governed by a range of legislative documents.  A Glossary of definitions are used throughout the documents.

Hearing Services Administration Act 1997

The Hearing Services Administration Act 1997 (the Act) sets up a scheme under which hearing services are provided to eligible voucher-holders by contracted service providers.  The document details eligible persons in the voucher system of the program, and the hearing services that may be available to them.  It also details requirements for contracted service providers wanting to deliver hearing services to eligible voucher-holders.

Hearing Services Program (Voucher) Instrument 2019

This instrument facilitates the administration of the voucher component of the Hearing Services Program as established by the Act. It determines classes of eligible persons additional to those described by the Act, the rules around obtaining and using a ‘voucher’ for government funded hearing services and specifies services and devices available to eligible persons.

The Australian Hearing Services Act 1991 sets up the establishment, functions and powers of authority of an Authority known as Australian Hearing. Australian Hearing deliver the community service obligation component of the Australian Government Hearing Services Program.

This instrument establishes, under the Australian Hearing Services ACT 1991, the classes of people to whom Australian Hearing Services provides declared hearing services.

Administrative Appeals Tribunal Act 1975

The Administrative Appeals Tribunal Act 1975 and the Administrative Appeals Tribunal Regulations 2015 set out the Administrative Appeals Tribunal (AAT) functions, powers and procedures.  The role of the AAT is to provide independent merits review of administrative decisions. The AAT aims to provide a review mechanism that is fair, just, and economical. Part 5 of the Act provides details on decisions that may be reviewed by the AAT.

Electronics Transaction Act 1999

The Electronics Transaction Act 1999 allows that a transaction under a law of the Commonwealth will not be invalid simply because it was conducted by the use of electronic communications.  The Act provides for payment to be made under Part 3 (3)(21) to make payments to contracted service providers by way of a specified electronic transmission.
